A ladder cage and a personal fall-arrest system serve different purposes. A cage surrounds the climbing space and can help guide the user or reduce the chance of moving away from the ladder. A personal fall-arrest or ladder safety system is designed to arrest a fall when used with compatible equipment. Choosing between them requires a review of local regulations, project standards, ladder height, rescue planning and user procedures.
What a safety cage does
A typical cage uses horizontal hoops connected by vertical bars. It starts above the lower access area and continues toward the top landing. Cage diameter, hoop spacing, vertical-bar arrangement and top termination are defined by the project drawing. The cage must maintain clear climbing space and avoid conflict with platforms, pipes and structural members.
A cage does not automatically meet every current fall-protection requirement. Regulations differ by jurisdiction and can change according to installation date, industry and ladder height. The project engineer should confirm whether a cage is permitted, required or insufficient for the intended location.
What a personal fall-arrest system does
A personal system commonly includes a vertical rail or cable, a travelling device, a full-body harness and approved connection components. The system must be compatible as a complete assembly. Anchor loads, top and bottom attachments, clearance, inspection and rescue procedures all need to be addressed. Users also require training and access to the correct equipment.

Can a project use both?
Some projects specify both a cage and a personal ladder safety system. This can be appropriate only when there is enough clearance and the two systems do not interfere with each other. The traveller, rail, harness connection and rescue method must remain usable within the cage. The final arrangement should be approved by the responsible engineer and safety authority.
Questions the buyer should answer
- Which national, local or owner standard applies?
- What is the total climb height and are intermediate platforms required?
- Will trained employees, contractors or occasional maintenance personnel use the ladder?
- Who supplies and inspects the personal protective equipment?
- How will a suspended worker be rescued?
- Is there sufficient space for the selected cage or rail system?
Manufacturer and system-supplier responsibilities
The ladder manufacturer can fabricate rails, rungs, safety cage components, platforms and mounting brackets to an approved drawing. A proprietary fall-arrest system should be selected and installed according to the system manufacturer’s instructions. Connection loads and interfaces must be coordinated before fabrication. Avoid adding an unreviewed rail or cable to a completed ladder because the structure may not have been designed for its loads.
Information to include on the drawing
Show the ladder height, rung spacing, cage start and finish, top exit, fall-arrest rail or cable location, bracket spacing, platform positions and required clearances. Identify components supplied by different vendors. A coordinated drawing reduces the risk of drilling new holes or modifying galvanized steel on site.
Maintenance and inspection
Inspect the ladder for loose anchors, damaged rungs, corrosion, distortion and blocked access. Inspect cage joints and hoop alignment. Personal systems require the inspection schedule specified by their manufacturer, including travellers, cables, rails, energy absorbers and harnesses. Keep inspection records and remove damaged equipment from service.
